Those rubber type hydraulic fittings weren't the best idea. When I press the pedal about 1" or 2" from the floor I can change the gears (with pto running). Pull the starter and visually inspect if there are missing ring gear teeth. Starter cables should not get warm unless starter is locked. I believe this tractor has a fuel pump.
